This bill would require any public servant that uses or authorizes the use of governmental funds or resources for a third-party public communication to report certain information regarding such communication to the Department of Records and Information Services (DORIS) within 60 days. Third-party public communications would include any content posted on an internet website, digital application, or social media platform where the author of the content is not a public servant or city agency, or the author is not clearly identified as a public servant or city agency. On a quarterly basis during an election year and twice a year during a non-election year, DORIS would be required to report to the Mayor and the Speaker of the Council, and post on the NYC Open Data portal, all information reported to it regarding the third-party public communications.

This bill would update section 40 of the Charter to reflect the creation of the Twelfth and Thirteenth Judicial Districts. Currently, section 40 permits any supreme court justice “in the first, second or eleventh judicial district” to resolve disputes regarding the validity of voter petitions to amend the Charter. When the Legislature reassigned Bronx County to the Twelfth District and Richmond County to the Thirteenth District, it did not update section 40 accordingly. This bill would make the necessary updates to section 40 to clarify that justices in Bronx and Richmond Counties continue to be able to resolve disputes regarding the validity of Charter amendment petitions.

This bill would prohibit a public servant who is a candidate for elective office from appearing or otherwise participating in any third-party public communications, including social media posts, using governmental resources during the 90-day period prior to an election.

This bill would require NYC Department of Sanitation (DSNY) to remove organic waste from the city’s list of designated recyclable materials, to repeal agency rules mandating participation in and facilitation of the City’s residential organic waste recycling program, and to repeal any mandatory organic waste recycling program and replace it with a similar voluntary program.

This bill would require the New York City Police Department (NYPD) to create a one-year pilot program to provide in-ear electronic hearing protection equipment with a noise reduction rating of 25 decibels or more to city police officers. The bill would require the NYPD to provide information to officers about hearing loss prevention. The bill also would require the NYPD to publish a report on the pilot program’s effectiveness and whether it should be made permanent.

This bill would establish an LGBTQ liaison within the department of veterans’ services. The liaison would be tasked with conducting outreach to LGBTQ veterans, coordinating the department’s assistance with discharge characterization upgrades for LGBTQ veterans, and connecting LGBTQ veterans with programs and services offered by the department of veterans’ services and other relevant agencies. The bill would also require the department to issue an annual report related to assistance for LGBTQ veterans.

This bill would amend Local Law 97 of 2019 by adding an exception to the definition of “covered building” for industrial facilities that produce 100 percent recycled paper products from 100 percent recycled paper. This amendment would exempt such facilities from the requirements of Local Law 97 of 2019.

This bill would require the Commissioner of Health and Mental Hygiene to, no later than one year after the effective date of the proposed legislation, establish an ongoing public outreach and education campaign regarding the use and availability of fentanyl test strips. The campaign would focus on the creation and distribution of informational materials that inform New Yorkers about organizations through which and locations where these strips are available, educate New Yorkers on how to use these strips effectively, and encourage New Yorkers to use these strips. The Commissioner would also be required to post these materials online and make all of the materials available in English and in each of the designated citywide languages.

This bill would require New York City elected officials and agency heads to submit an annual report detailing the total amount of money spent on branded materials in the previous calendar year. The report would include an itemized list of expenditures, including the type of branded materials purchased, quantity purchased, and associated cost. Elected officials and agency heads would be required to submit these reports to the Speaker of the Council and the Mayor and make them available to the public on their respective websites.
