This bill would require certain stores to have a bin for collection of unwanted reusable bags. Returned reusable bags, if in good condition, would be sanitized and reused by the store for future consumers.
This bill would require the Department of Sanitation (“DSNY”), or other administering agency as designated by the mayor, to distribute official NYC waste bins to owners of eligible buildings. This bill would also require DSNY or the administering agency to establish and implement a program to reimburse owners of eligible buildings who purchased official NYC waste bins on or before June 1, 2027. Eligible buildings include those with 3 dwelling units where the building owner is enrolled in a New York STAR or Enhanced STAR tax benefit program. DSNY or the administering agency would be required to submit a report on the law’s implementation one month after the law’s expiration.
This bill would amend the Department of Sanitation’s enforcement routing program to allow for businesses to receive fines for sidewalk cleanliness violations during their hours of operation, provided that the business’s hours are posted in plain view and the business is generally open to the public. Other commercial premises will be liable to receive fines for littering between the hours of 8:00 A.M. and 7:00 P.M.
This bill would require that the Department of Sanitation be the sole agency responsible for cleaning and maintaining all City-owned vacant lots and the sidewalks abutting such lots, regardless of which City agency owns such vacant lot.
This bill would require the Department of Sanitation (DSNY) to enter into agreements with 6 commercial waste haulers for the borough of Staten Island. It would also delay implementation of the Staten Island zone until February 1, 2028.
This bill would require the NYC Department of Sanitation (DSNY) to remove snow and ice from any bus stop or bus shelter when DSNY receives at least 5 complaints from persons who identify as having a disability that a property owner has failed to timely complete required snow removal from an abutting bus stop, bus shelter, or the sidewalk path between any such bus stop or bus shelter and the gutter, within 7 hours of receiving such complaints. This bill would also require DSNY to establish a public citywide map for tracking the status of snow removal from bus stops and shelters following snowfall or ice accumulations.
The bill would require the Department of Sanitation to establish a program to assist seniors and persons with disabilities with snow removal from sidewalks abutting buildings such individuals own, lease or occupy. It would also reduce the fines by at least 50 percent for seniors and persons with disabilities who fail to remove snow from these sidewalks.
This bill would require DSNY to adopt rules which allow community composters to charge the general public for organic waste collection at drop-off sites. The bill would also allow community composters to sell compost generated from drop-off sites to the public.
Local Law 89 of 2023 requires that the Department of Sanitation, by April 1, 2024, establish and operate no less than 30 organic waste drop off sites citywide, and ensure that no less than 3 such sites are established in each borough. This bill would clarify that organic waste drop off sites, for the purposes of complying with Local Law 89, cannot be considered to simply be a standalone receptacle for organic or any other waste.
This bill would prohibit the Department of Sanitation (“DSNY”) from imposing civil penalties on property owners for failure to remove snow or ice from abutting sidewalks until DSNY has completed the removal of snow or ice from streets under its jurisdiction and the Department of Transportation and the Department of Parks and Recreation have certified to the DSNY Commissioner that such agencies have completed snow and ice removals at infrastructure under their respective jurisdictions.
