This bill would require that the 311 Customer Service Center, in consultation with the Office of Cyber Command and the Chief Privacy Officer, provide an opportunity for 311 users to consent to sharing their personal contact information with the Council Member representing the area that is the subject of the 311 complaint, in order to follow up on 311 complaints.

This bill would require every agency that directly receives a quality of life related complaint through a designated communication channel to provide the complainant with an opportunity to share their personal contact information with the Council Member representing the area that is the subject of the complaint for the purposes of following up on the complaint.

This bill would establish a 2-year pilot program to waive license fees for sidewalk cafes and roadway cafes in the 10 Council districts with the fewest number of active licenses for sidewalk cafes and roadway cafes as of the effective date of this bill. It would require the Commissioner of Transportation to issue a report at least 90 days after the conclusion of the program that contains statistics indicating the effectiveness of the program, the program’s cost to the City, and a recommendation regarding whether to make the program permanent.

This bill would require the Commissioner of Sanitation to establish an Office of Sidewalk and Roadway Cafe Sanitation within the Department of Sanitation (“DSNY”). The office would receive 311 service requests relating to sidewalk and roadway cafe cleanliness issues, such as trash, debris, vermin, foul odors, food scraps, and other offensive material. The office would establish lists of sidewalk and roadway cafes that receive a certain number of DSNY violations or 311 service requests and would be required to share such lists with the Department of Transportation. The office would be required to submit a report to the Council and the Mayor and would also be required to conduct outreach to sidewalk and roadway cafe operators regarding compliance with sanitation and cleanliness standards.

This bill would require the Department of Information Technology and Telecommunications (DoITT) to create a single mobile application allowing the public to access services provided by different City agencies. The application would be accessible for persons with disabilities. The department would encrypt all exchanges or transfers between a web server and the mobile application. The application software would be open source and publicly accessible.

This bill requires that DSNY identify and publish, on its website, all receptacle requirements for solid waste and recyclable material collected by DSNY at dwellings with 1 to 9 residential units. This bill further requires that DSNY shall deem receptacles as meeting all requirements if they were not designed or manufactured pursuant to a procurement process with the city but otherwise meet all receptacle requirements. Lastly, this bill cleans up the violation scheme in the amended section of the code by removing parentheses from around paragraph numbers, for consistency with all other parts of the section.
