The disclosure would need to be in plain language, provided in English and the designated citywide languages, and kept separate from general terms of service or privacy policies. This bill would require the Commissioner of Small Business Services (“SBS”) to establish a Legacy Business Registry to recognize businesses that have operated in New York City for a minimum of 20 years and that have significantly contributed to the history, identity or character of a neighborhood or community in the City. In order to be part of the Legacy Business Registry, a business would be required to be nominated by the Mayor, the Public Advocate, a Borough President, or a Member of the City Council. In addition, the Commissioner of SBS would consult with the relevant Community Board and the Landmarks Preservation Commission regarding whether a business meets the requirements to be designated as a Legacy Business. The bill would also require the Commissioner of SBS to carry out activities to recognize the contributions of Legacy Businesses to their communities, and to establish a Legacy Business Preservation Fund to award grants to Legacy Businesses and property owners who offer a 10-year lease to a Legacy Business, in cases in which a Legacy Business faces a significant risk of displacement.

This bill would create a private right of action against companies that make artificial intelligence models available for commercial or public use when third parties cause harm by misuse or malicious use of artificial intelligence models. This bill would require that, in order to obtain a permit for a large public event, an event sponsor must develop a plan to prevent sexual harassment and assault and handle any reports of sexual misconduct in a prompt, culturally sensitive, and trauma-informed manner. The Police Department, in consultation with the Commission for Human Rights, would promulgate rules and develop guidelines and training materials for event sponsors and staff to comply with these requirements, depending on the event format, location, duration, size, and capacity for advance planning. Informational signage or other notice of reporting options would also be disseminated to event attendees. Large events are those with more than 1000 expected attendees, or more than 500 attendees and at least one other risk factor. The Mayor’s Office of Citywide Event Coordination and Management would coordinate between permitting agencies to implement these requirements.
