After receiving an installation application, the Commissioner would have to notify all residents within 500 feet from a proposed PCS, and the Community Board, Council Member, and Borough President with jurisdiction over the proposed site, within 15 days. The Commissioner would have to allow public comment for 30 days for applications to solely modify existing PCS, and 45 days for other applications. The Commissioner would have to solicit feedback from the Council Member and Borough President for an additional 15 or 30 days after the end of the relevant public comment period. The Commissioner would be required to review comments and feedback before ruling on an application, as permitted by federal law or regulation, and to publish a final determination notice online.

This bill is to amend the administrative code to require the director of management and budget to submit to the Mayor, the Speaker of the Council, and the chair of the relevant committee a report pursuant a list of enumerated items in the statute regarding the status of federal funding to the City, City agencies, and not-for-profit corporations. The bill requires the director to submit a report by the 25th day of each month containing the required information for each previous month. Currently, this office does not publish or submit any up-to-date reports regarding all federal funding streams awarded-to, and used by, the City. The report would provide council members, and their constituents, with a comprehensive picture of the role federal funding plays in the City, with the purpose of allowing them to prepare for any potential changes to federal funding streams.

This bill would require that when the city disposes of land for affordable housing, or for any other public use or purpose, it prioritize not-for-profit developers and community land trusts.

This bill would expand the definition of an “intermediary” to include the use of personalized hyperlinks as a method of delivering contributions. The definition of intermediary would also be revised to remove the exception for multiple hosts of campaign sponsored fundraising events, which previously allowed just one individual to be designated as the host, as well as the exception for fundraisers paid for by the campaign. It also requires the Campaign Finance Board’s (CFB) fundraising platform to include a function that allows candidate to generate a report of all contributions submitted using a specific personalized hyperlink. The bill would require candidates to maintain records for all fundraising events, which would include specific details about the events. The campaigns would provide these records to the CFB within the CFB’s reporting deadlines.

This bill would require the Department of Environmental Protection (DEP) to declare any day on which the federal Air Quality Index is expected to or does exceed 150 as a “Spare the Air Day,” and to post on its website and publicly disseminate information concerning the air quality emergency. The bill would also require DEP to work with other agencies to implement emergency response protocols on Spare the Air Days, including by ensuring that all clean air centers are open to the public, distributing face masks, opening High-Occupancy Vehicle (HOV) lanes, and creating short-term access to shelters for homeless individuals. The bill would also prohibit outdoor charcoal grilling on Spare the Air Days, as well as other activities that impair outdoor air quality, as determined by DEP in collaboration with the New York City Office of Emergency Management and any other relevant agency.

This bill would update the asset inventory management report to require disclosure of additional information about the City’s infrastructure and its maintenance. This bill would also require that the Design and Development Corporation (DDC) work with registered architects or engineers to provide centralized guidance for agencies to use when conducting inspections along with an inspection schedule. This information would be publicly posted in a machine readable format. The cost estimate for the required maintenance would be prepared by DDC and would be considered by OMB and the Department of City Planning when they prepare the City’s 10-year capital plan. The bill would also require DDC to create an advanced capital planning tool that would be used to recommend necessary capital projects.

This bill would prohibit chartered helicopters from taking off and landing at heliports owned by the city if those helicopters do not meet the stage 3 noise levels for helicopters as determined by the Federal Airport Noise and Capacity Act of 1990.

This bill would prohibit any city agency from issuing parking permits to private vehicles that do not have an elected official license plate, and would provide for the revocation of such parking permits. This bill would not apply to parking permits issued for people with disabilities or to parking permits required to be issued pursuant to the terms of a collective bargaining agreement.

This bill would increase expenditure limits for candidates participating in the City’s campaign finance program if independent expenditures in an election exceed certain levels. Under the bill, when independent expenditures exceed 50 percent of the expenditure limit in a covered election, the expenditure limit for all candidates in that election would increase by 50 percent. When independent expenditures exceed 100 percent of the expenditure limit in a covered election, the expenditure limit for all candidates in that election would be lifted completely.
