This bill would require the Chancellor of the City School District to publish on the Department of Education (DOE) website, DOE’s policies and procedures for conducting privacy audits of algorithmic tools, informing individuals affected by data breaches of these tools, and suspending or restricting the use of these tools following a data breach. The bill would also require the Chancellor to issue quarterly reports on data breaches of algorithmic tools used in schools. These reports would include the number of data breaches associated with each algorithmic tool approved for use by DOE, whether the Chancellor has suspended or restricted the use of a tool due to a data breach, and the date of the most recent privacy audit of the tool. Additionally, these reports would identify each data breach that occurred during the past quarter, when the breach occurred, the type of information that was exposed, the number of individuals affected by the breach, and the status of any investigation.

This bill would require the Department of Housing Preservation and Development (HPD) and the Human Resources Administration (HRA) to create a mechanism that allows documents that relate to public assistance and are required for applying for an affordable housing unit to appear in a public assistance recipient’s Housing Connect account upon request. The bill would require that HPD and HRA consult with the Office of Information Privacy to ensure that this document transmission system would comply with applicable privacy laws and regulations.

This bill would require the Department of Housing Preservation and Development to create a centralized webpage on the housing portal, to allow housing portal assistance organizations the ability to view and access the accounts of any user that designates such organization to act on behalf of the user. Using the webpage, housing portal assistance organizations would be able to view available unit information, apply to units on behalf of users, track the progress of applications submitted by users or the organization, and receive notifications about new units that match a user’s criteria.

This bill would require the Department of Information Technology and Telecommunications to provide a live chat option within the 311 customer service center website and mobile application, and to transit live chat logs to agency representatives or inspectors.

This bill would prohibit agencies from closing 311 requests for service or complaints solely because they have been identified as duplicates of previous 311 requests for service or complaints.

This bill would require the Chancellor of the City School District to publish on the Department of Education (DOE) website, DOE’s policies and procedures to approve an algorithmic tool for use by DOE. The bill would also require the Chancellor to publish an annual report on the algorithmic tools that the Chancellor has approved for use by DOE. This report would include the name of each algorithmic tool; a description and purpose of the tool; any use restrictions, including whether and under what circumstances students may use the tool; whether the tool is cloud-based and has been assessed for bias, accuracy, and compliance with privacy laws; the total cost of the tool; and the extent of DOE’s adoption of the tool. The report would also include data on student use and funding received by schools and pre-K programs for these tools in the most recent academic year. The Chancellor would be required to submit the report to the Mayor and Speaker of the Council, and publish the report online.

This bill would require the New York Police Department (NYPD) to report on the status of each hate crime case for which a person has been arrested or indicted, including whether charges were filed against the defendant, whether the case against defendant has been dismissed, whether the defendant has been released on bail, and whether the defendant has been convicted or acquitted.

This bill would create an enforcement scheme for repeat violators of the City’s Human Rights Law (HRL). Under the scheme, repeat violators must carry out a remedial anti-discrimination plan, subject to supervision by the City Commission for Human Rights (CCHR), for a period of 1 to 5 years. The supervision period may be extended for noncompliance with the plan or for additional violations of the HRL. CCHR must consider imposing a supervised remedial plan any time a covered entity violates the HRL three times in a two-year span. This bill would also require CCHR to conduct a public information campaign on best practices for places of public accommodation, including educational institutions, to comply with the HRL.

This bill would require 311 to accept image and video data during the intake of service requests or complaints other than those related to housing, and then to supply that data to the relevant agencies for use by their inspectors or other appropriate persons.

This bill would require the Department of Information Technology and Telecommunications to ensure that the 311 mobile application and website track and have the capability to accept global positioning service, also known as GPS, coordinates when customers are submitting complaints and service requests. This bill would also require that customers give their consent before the website or app can detect their real-time location, and that they have the ability to cease sharing their data or delete previously stored data from the website or app at any time.
